Nonlinear Analysis of In-Service Educational Policies with a Public Policy and Educational Management Approach (Case Study: Khorramabad Department of Education)

Abstract
Within the framework of public policy in human resource management, this study aimed to develop a quantitative framework based on the interactive analysis of “training hours” and “content quality” variables in in-service programs for secondary school teachers. The statistical population comprised 500 secondary teachers in Khorramabad, of whom 200 were randomly selected to complete a questionnaire measuring the two focal variables. Data were analyzed using a central composite design, Response Surface Methodology, and second-order regression modeling. Results indicated that content quality exerts a positive and significant effect on job satisfaction, while training hours exhibit a nonlinear relationship with satisfaction—surpassing approximately 122 hours per year leads to a decline in satisfaction. The final model demonstrated high predictive power (R² = 0.986). These findings provide a quantitative framework that integrates the interactive effects of quantitative and qualitative factors for formulating in-service training policies. It is recommended that policy-making bodies, particularly the Ministry of Education and the Administrative and Recruitment Organization of Iran, incorporate the identified optimal thresholds for training hours and content quality, as revealed by the nonlinear analysis, into their official directives.
